Characteristics of the open society in the Kosovo Serb community

The report before you under the title Characteristics of the open society in the Kosovo Serb community consolidates the principal results and conclusions of the underlying reports made by the 2020 OPEN Initiative member organizations and places them into a broader socio-political context of Kosovo. From that perspective, the report analyzes the position of the Serb community in Kosovo, observance of its rights and freedoms guaranteed in the current legislative framework in Kosovo by central institutions and under socio-political circumstances within the Serb community. At the same time, it determines how actions of the authorities relating to the implementation of those rights and freedoms are reflected on the willingness and openness of citizens to get actively involved in social processes and thus protect their interests. Finally, the report offers recommendations to relevant social actors how to, from the perspective of the post they discharge, improve the practice of participatory democracy and contribute to a greater involvement of citizens into social processes in Kosovo.
